I can't say for sure who's behind this, but if I had to guess... Space Gophers!

An amusing alleged quotation from FDR speaking of the difficulties of managing the federal bureaucracy:
...But the Treasury and State Department together are nothing compared to the Na-a-vy.  The admirals are really something to cope with -- and I should know.  To change anything in the Na-a-vy is like punching a feather bed.  You punch it with your right and you punch it with your left until you are finally exhausted and then you find the damn bed just as it was before you started punching.
(I speculate that spelling is him drawing the word "Navy" out in a faux-condescending tone, like in this comedy sketch.)

FDR was in a real position to know this, too, as he had been Assistant Secretary of the Navy from 1913 to 1920.  (Of course, he never saw the new system made by the National Security Act of 1947 - who knows what things are like now.)
